For one, Revs feels too different compared to S4, where S4 feels more like 3. So most would say Revs is the base for S4, but I don't see that as the case. I'm not too sure about Revolution's development, but I hear it's just a modified Storm 3 engine, which makes sense. Despite this, UNS3 was an easier engine to work with (Using cmn instead of hitboxes was less accurate and buggy, but also easier as it just needed variable switches). This would've been a smart move if the new engine was good, but Storm 2's engine proves to be better than Storm 3's. The other half that worked on Storm 3 most likely made their own engine, which accounts for the massive gameplay changes (Similar to how Storm 1->Storm 2 was) and it'd be easy to just import everything. Also, I do believe the overall performance of the game got better considering that flashier UJs and awakenings were added, but that's just mere speculation. Basically, they modded the engine's code to allow for things like NMCs, dash cancels, etc. The reason for this was because the team split in two (One half worked on S3, the other on SG). Storm Generations used its own engine, but that engine was derived from Storm 2. This explains why the game feels so different from 1 on every regard. When Storm 2 released, they made the switch to using XFBIN only (It's possible XML would've lagged online as I've recently heard about optimization problems on XML) with a completely different engine.
